水泥穩定碎石可適用于各級公路的基層和底基層，但水泥土不得用做二級和二級以上公路高級路面的基層。水泥穩定中粒土和粗粒土用做基層時，水泥穩定碎石的水泥劑量一般在3%左右，不超過6%。必要時，應首先改善集料的級配，然后用水泥穩定。

1、濟南水泥穩定碎石用做底基層時，單個顆粒的大粒徑不應超過375mm水泥穩定碎石的顆粒組成應在級配范圍內，土的均勻系數應大于5細粒土的液限不應超過40%，塑性指數不應超過17對于中粒土和粗粒土，如土中小于06mm的顆粒含量在30%以下，塑性指數可稍大。

實際工作中，宜選用均勻系數大于10、塑性指數小于12的土。塑性指數大于17的土，宜采用石灰穩定，或用水泥和石灰綜合穩定。對于中粒土和粗粒土，宜采用表322中2號級配，但小于0075mm的顆粒含量和塑性指數可不受限制。
